How can I submit eManifest info to Customs?

Licensed customs brokers designated by the importer/consignee to submit documentation to CBP via a Power of Attorney submit data to CBP via the Section 321 Type 86 in the Automated Commercial Environment (ACE). Customs brokers can set up their own Section 321 Type 86 connection with CBP via Electronic Data Interchange (EDI) or use CBP-approved third party software.

Data that must be entered electronically for a given shipment:

  • Bill of lading or air waybill number
  • Entry number
  • Planned port of entry
  • Shipper name, address, and country
  • Consignee name and address
  • Country of origin
  • Quantity
  • “Fair retail value” in the country of shipment
  • 10-digit Harmonized Tariff Schedule number
  • IOR (importer of record) number of the owner, purchaser, or Customs broker

Enter this information any time prior to the arrival of the cargo, upon arrival, or up to 15 days after arrival of the cargo. Entering it early expedites the import process. A shipment cannot be broken up into several parts to take advantage of this entry type.
