ACI eManifest House Bill

ACI eManifest House Bill (eHBL) is a Canada Border Services Agency (CBSA) requirement for freight forwarders to submit house bill, house bill close message and/or supplementary cargo data within the timeframes specified. House bills are required for all consolidated import, and in-transit shipments. Supplementary cargo data is required for consolidated Freight Remaining On Board (FROB) shipments in the air and marine modes.

Time- Frames

  • Marine carriers must submit house bill data 24 hours prior to loading container or prior to arrival, cargo type & origin dependent.
  • Air carriers must submit house bill data at least 4 hours prior to arrival in Canada
  • Rail carriers must submit house bill data 2 hours prior to arrival in Canada
  • Highway Carriers must submit house bill data 1-hour prior to arrival in Canada

Freight forwarders who are required to transmit pre-arrival house bill, house bill close message or supplementary cargo data to the CBSA must hold a valid CBSA issued carrier code.
