The Japan Advance Filing Rules (Japan AFR) requires carriers and non-vessel operating common carriers (NVOCCs) to submit electronic filing for Japan bound cargo no later than 24 hours before vessels depart from their ports of loading.

Vessel operators must file cargo information based on the Ocean (Master) Bill of Lading, at least 24 hours before departure from a port of loading. Likewise, NVOCCs must file cargo information based on the House Bill of Lading.
For cargo that is trans-shipped, information must be filed from the last port of loading. For example, if a cargo originating from Europe is transshipped in Singapore, then the cargo information must be filed at least 24
hours before departure from the port of Singapore.

Ocean carriers and NVOCCs can submit their AFR information and receive responses from Customs.
